The automobile industry is an important pillar industry of the national economy. After rapid development in recent years, export of automotive products has become an important component of China's automobile industry and an important carrier for transforming the growth mode of foreign trade. In response to the impact of the international financial crisis, in accordance with the general requirements of “guaranteing growth, expanding domestic demand, and adjusting the structure”, the auto industry restructuring and revitalization plan has been implemented to promote the sustained, healthy and stable development of China’s auto and component exports. The following opinions are now proposed:
I. Status Quo of Exports of Auto Products in China and the Situation Faced
After more than 50 years of development, the Chinese auto industry has basically established a relatively complete auto industry production system. Under the impetus of the reform and opening up policy, under the encouragement of a strong domestic market, through the joint efforts of the automotive industry, it has achieved rapid development. At present, China has become the second largest producer of automobiles in the world. In recent years, China’s auto and auto parts exports have also shown rapid development. The average annual growth rate from 2001 to 2007 was nearly 50%. In 2008, auto product exports reached US$30.2 billion. However, on the whole, China's auto and auto parts exports still have a big gap compared with developed countries and newly industrialized countries (regions). Currently, it is still in its infancy. Excessive export operations, lack of brand and marketing networks, and inability to independently innovate Problems such as the low added value of export products and the urgent need to strengthen the protection of intellectual property rights have restricted the development of automotive product exports. Since the second half of 2008, due to the impact of the financial crisis, the problems existing in the export of automobile products in China have become more prominent, and exports have fallen sharply. The export of automobile products in China is facing a severe situation.
At the same time, it should also be noted that the international comparative advantage of China’s automotive products still exists, and there is great potential in the international market. In order to actively respond to the financial crisis, effective and effective measures must be taken to promote the sustained and healthy development of China's auto and auto parts exports.
Second, guiding ideology and development goals
(a) The guiding ideology. In accordance with the overall requirements of the "Auto Industry Adjustment and Revitalization Plan", we must fully implement the scientific concept of development, vigorously implement the export strategy of automotive products, expand the export of auto products with independent intellectual property rights and independent brands, enhance the ability of independent innovation of enterprises, and increase the intensity of structural adjustment. We will accelerate the transformation of foreign trade export growth methods, increase the efficiency and quality of export growth, and promote the sustained and healthy development of China's auto product exports.
(b) Development goals. Automobiles and parts exports will strive to achieve an average annual growth of 10% from 2009 to 2011; by 2015, automobile and parts exports will reach 85 billion U.S. dollars, with an average annual growth rate of 20%; and by 2020 China will achieve auto and component exports. The strategic goal of 10% of the world's total trade in automotive products.
During the “Eleventh Five-Year” period and the “Twelfth Five-Year Plan” period, we continued to consolidate the low-end market for finished vehicles in traditional developing countries, expand the foreign market for auto parts and components and the high-end market in developing countries, and steadily entered the vehicle industry in developed countries. The low-end market. Efforts will be made to cultivate multinational automotive and component enterprise groups with strong technological innovation capabilities and independent core technologies in China. Strongly support the export of self-branded automotive products.
To this end, we must focus on promoting the five transitions in the export structure of automotive products:
- Export product structure. Promote the full-scale export of automobiles from commercial vehicles such as trucks and chassis to the equalization of passenger cars and commercial vehicles such as economical cars and small and medium-sized passenger cars. Promote the export of parts and components from the main machinery to the electromechanical, electronic products mainly change. Actively support the export of energy-saving and new energy automotive products.
- Export market structure. The vehicle export market will gradually shift from the low-end and middle-end markets of developing countries to the mid-to-high-end market. The parts and components export market will be dominated by the aftermarket and maintenance market to enter the global supply chain of multinational companies (ODM, ie Dingpai Design Production/OEM, ie Dingpai production) market changes.
- Export trade structure. Promote the transformation of automobile exports from a single product export to a combination of product, technology, and capital output.
- Export enterprise structure. Promote auto export enterprises to transform from simple import-export enterprises to marketing-oriented enterprises.
- The main structure of after-sales service. Promote the export of automobiles from the importer's sales network to the self-marketing system.
3. Accelerating the construction of national auto and auto parts export bases and enhancing the technical foundation for export of auto products
(I) Do a good job in the export base development plan. According to the national auto industry adjustment and revitalization plan, combined with the development status of export bases, a long-term plan for accelerating the construction of export bases was proposed. We will strive to build the national automobile and auto parts export base into a demonstration base for China's auto industry to innovate independently, standardize export order, and protect intellectual property rights, as well as an important carrier for the transfer of the world's auto industry and international exchanges and cooperation.
(2) Encouraging export base companies to innovate independently and technologically. It will focus on supporting the technological innovation, technological transformation, and development of new energy vehicles and key components of the base enterprises.
(C) increase support for public service platforms. Accelerate the construction of export bases in accordance with the requirements of the "Administrative Measures for the National Automobile and Component Export Bases." Support export bases to build public service platforms such as technology research and development, information services, product certification, inspection and testing, and personnel training.
Encourage enterprises to use financial tools to improve their international competitiveness
(1) Actively play the role of export credit insurance, and guide enterprises to make full use of export credit insurance to actively explore the market and reduce business risks.
(2) Encourage financial guarantee agencies to provide guarantees for enterprises to apply for loans from commercial banks. Simplify the process of underwriting and claiming, and encourage commercial insurance agencies to expand product liability insurance coverage for vehicle export.
(3) Strengthen the cooperation between auto companies and various financial institutions and build a new type of financing platform for the export of automotive products. Make full use of such measures as the import and export buyer's credit.
(4) To improve the functions of foreign branches of Chinese-funded financial institutions, provide credit information consulting services to export companies for customers and buyers, and provide financing support for overseas distributors and end users.
V. Encouraging enterprises to enhance their independent innovation capabilities and optimize the structure of export products
(I) Support auto manufacturers to strengthen the research and development system, encourage enterprises to establish overseas research and development centers, and develop new products and technologies with independent intellectual property rights based on the introduction of imported technologies. Encourage enterprises to actively introduce foreign technology, talents, and marketing networks, and acquire key technologies and related technologies through mergers and acquisitions at home and abroad to improve research and development capabilities.
(b) actively guide the export of energy-saving and new energy automotive products. Support enterprises to accelerate the research and development of new vehicle power batteries and new hybrid vehicles. Support the promotion of pure electric vehicles and guide the promotion of hybrid vehicles.
(3) Guide enterprises to adopt advanced technical standards at home and abroad, take the initiative to meet the international standard system, promote the international safety, quality and standard certification of products, and support enterprises in participating in the formulation and revision of national and international standards.
(4) Integrate research and development resources and scientific research strengths, establish mechanisms for division of labor, cooperation, benefit sharing, and common progress, encourage scientific research institutes and industrial agglomeration groups to strengthen industry-academia cooperation, and actively attract multinational corporations to set up research and development centers and procurement centers in China. Regional headquarters.
(E) vigorously implement the brand strategy. It will focus on the development of a number of products and enterprises with high technological content and large market potential, and support enterprises in carrying out foreign registration protection of trademarks and intellectual property rights.
Sixth, strengthen the protection of intellectual property rights and actively respond to and dissolve trade frictions
(1) Strengthen the establishment of a credit system and establish a directory of Chinese auto parts suppliers. The automobile and parts export enterprises with good credit status shall make public announcements and recommendations to international buyers and foreign trade associations in a certain way. Crack down on counterfeiting and shoddy behavior, protect intellectual property rights, and protect honest and trustworthy companies.
(b) Actively respond to and dissolve international trade frictions. Accelerate the establishment of China's automobile products trade friction early warning mechanism. Closely follow, collect and sort out foreign trade friction information related to automotive products. Give full play to the role of intermediaries, organize enterprises to prepare early, respond early, and maximize the rights and interests of our auto exporters.
(3) Accelerate the establishment of a system of technical trade measures that conforms to international prevailing rules, and improve the notification and coordination mechanism. Closely follow, collect and sort out foreign automobile product related certifications and technical regulations, guide enterprises to organize production according to international rules and advanced standards, and enhance international competitiveness.
(IV) Actively promoting mutual recognition with other countries to achieve product inspection results based on the principle of mutual benefit, and stepping up the signing of automobiles with regions with high growth potential in the export of automobile vehicles in the Middle East, Eastern Europe, Africa, Central and South America, etc. The work of the product government mutual recognition agreement.
(5) To further improve the methods for regulating the order of export of complete vehicles. The Ministry of Commerce will work with relevant ministries and commissions to improve relevant methods and regulate the export order of automobiles according to the objectives of industrial restructuring.
VII. Vigorously implement the "going out" strategy and increase international market development efforts
(1) Encourage companies with comparative advantages or alliances among enterprises to invest overseas, set up factories and set up factories abroad, expand overseas production scale, and bring them closer to the sales market to drive exports of automotive products, technologies and services.
(2) Support enterprises to establish a sound overseas marketing system. Encourage enterprises to establish overseas marketing centers and marketing networks in various forms and improve spare parts supply and maintenance service systems for export products. Actively guide enterprises to increase investment in brand building in the international market.
(c) Increase trade promotion efforts. Targeted organizations to participate in internationally renowned exhibitions to demonstrate the level of China's auto parts technology development. In accordance with the principles of specialization, internationalization, and marketization, we will continue to run the China International Auto Parts Expo.
(D) Make full use of the multi-bilateral cooperation mechanism to promote auto parts companies to carry out international cooperation and exchanges. Select several markets that have strong complementarity with China's mechanical and electrical products trade, and organize automobile and parts enterprises to carry out counterpart exchanges and cooperation in different industries and subprojects, and support enterprises to increase cooperation in research and development, and introduce advanced technologies, equipment, and talents.
VIII. Strengthening service system construction and comprehensively improving service levels
(1) In accordance with the principles of mutual benefit and win-win, actively explore the mode of operation of the organic combination of industry, trade, and logistics, and vigorously promote the establishment of a long-term strategic cooperation alliance between the domestic automobile vehicle export production enterprises and domestic shipping companies, and create China's ocean-going automobile transportation fleet.
(II) Vigorously implement trade facilitation. Comprehensive utilization of various convenient measures such as the classification management of the company, customs clearance, booking clearance, guarantee inspection and release, etc., to improve the efficiency of cargo clearance. Based on the implementation of classified management measures for commodity inspections of auto export enterprises, the Group will further strengthen the supervision of exported automotive products, help enterprises improve their quality and safety standards, and actively promote the exemption from inspection of automotive products.
(c) Strengthen training services. Select my main export target market and potential market, organize experts on export enterprises in terms of policies and regulations, technical standards, certification, investment environment, and market conditions, and guide enterprises to carry out foreign trade and overseas investment.
(D) give full play to the role of foreign business organizations. All foreign economic and trade organizations must actively promote bilateral economic and trade cooperation and help export enterprises deal with trade frictions and open up international markets.
