Starting from the “Auto Industry Industrial Policy” in 1994, encouraging independent research and development by auto companies has always been the focus of China’s automobile industry policy. The 1994 version of the industry policy stated that the state encourages and supports auto industry enterprises to establish their own product development and scientific research institutions, and to develop independent product development capabilities by digesting and absorbing foreign technologies. The 2004 version of the industrial policy mentioned insisting on the principle of combining the introduction of technology and independent development, tracking international frontier technologies, actively conducting international cooperation, and developing advanced and applicable technologies with independent intellectual property rights. Both industrial policies place independent research and development at the top of the list. The state also supports the development of R&D policies that conform to technology policies.
