In the "fast track", the introduction of new policies will accelerate the popularization of new energy vehicles.

New Deal quickly landed consumers get benefits

In July 2014, after the State Council's "Guiding Opinions on Accelerating the Promotion and Application of New Energy Vehicles" was issued, relevant ministries and commissions and local governments began to actively implement and advance related work.

At the end of July, the NDRC first issued a pricing policy for electric vehicles and determined that it would implement a supportive electricity price policy for the electric vehicles. At the beginning of August, the release of the Ministry of Finance's exemption from the purchase tax policy further created more favorable space for the marketization of new energy vehicles. At the end of August, the Ministry of Industry and Taxation and the State Administration of Taxation had released the first batch of model catalogs for the levy of vehicle purchase tax, including various models such as BYD e6, JAC, and Yue iEV, which stimulated consumer demand.

Miao Miao said: "From the purchase of the car to the use of consumers by virtue of exemption from vehicle purchase tax, zero consumption tax, zero vehicle tax, plus national and local subsidies, 200,000 yuan of pure electric vehicles 100,000 yuan will be able to start. Jointly Deploying New Energy Automobile Industry to Accelerate Development

With the favorable policies of the new energy automobile industry, the R&D investment and charging infrastructure construction of the company are also accelerating.

Miao Wei believes that the issuance of "Guiding Opinions" and policy measures will be implemented on a case-by-case basis, which will also be of great benefit to new energy automobile manufacturers. In July and August, the monthly production of new energy vehicles exceeded 5,000 vehicles, a year-on-year increase of more than 10 times. After entering the market in the early stages, the new car enterprises entering this market will also gradually deploy a strategic layout of new energy vehicles. For consumers, the future choice of products will be more abundant.

At the same time, the construction of charging facilities across the country is steadily advancing. According to statistics, as of now, there are 600 charging/changing stations and 27,000 charging piles built in pilot cities in China.

Multiple departments are working together to lay out supporting infrastructure for new energy vehicles. Among them, the Energy Administration is taking the lead to develop a charging facility development plan and encourage social capital to participate in the construction of charging facilities. The Ministry of Housing and Urban-Rural Development takes the lead in improving urban planning, including the construction of charging facilities and supporting power grid construction and transformation into planning; Speeding up the construction of the internal parking lot charging facilities; the State Grid has begun to lay out the expressway fast-charging network (currently 3 lines: Qingyin, Jingshi, and Jingzhu). Overall, the layout of charging facilities in China will be further improved.

The most important task is to create a sound industry standard system

Standards are the basis for regulating the development of industries, and the new energy automobile industry is no exception. It is understood that in recent years, the Ministry of Industry and Information Technology has organized industrial enterprises to increase investment and accelerate the development of standards and system construction.

Up to now, China has issued 75 standards for electric vehicles, and established a relatively complete standard system for electric vehicles, including 28 items for complete vehicles and basic standards, 21 items of power batteries and key assemblies, and 26 charging facilities, covering electric vehicles. All aspects of the industry. Such as charging interface standards, national standards have been released, the country will implement a unified, to facilitate travel.

"Compared with foreign countries, China's electric vehicle standards are basically at the forefront. Some foreign standards are basically the same in China, and some are even the first to be issued internationally. Some of these standards require stricter, finer, and more comprehensive standards in China. For example, battery safety standards, foreign countries only require the safety of the battery system, we also require the safety of battery cells and modules." Miao Wei said.

At the same time, the Ministry of Industry and Information Technology also organized the industry to speed up the work of standardization and revision based on technological progress and market development, and continuously improve the performance index requirements of new energy vehicles. At present, a total of 77 standards are being revised, of which 16 are revised. If the battery cycle life standards, previously required to fully fill 500 times after the battery attenuation can not be higher than 20%, and now this indicator should be increased to 10%, and strive for the battery life can be consistent with the vehicle.

Public-private equal emphasis on the promotion of private new energy vehicles in the future

Unlike countries such as Europe and the United States that specialize in the private market, domestic vehicles use the public as a breakthrough point, which in turn drives the development of the new energy automotive industry. It mainly adopts public priority, private follow-up, and step-by-step promotion models.

Miao Wei explained: “The reason why we adopted this strategy is that we hope to promote the development of technologies such as batteries and the reduction of costs through the drive of public services. Second, the demonstration role of public institutions can give private consumption confidence. ”

Recalling the development history, in 2009 China began to launch demonstration sites for energy-saving and new energy vehicles. It was first promoted in the public service areas of 13 cities, and expanded to 25 cities in June 2010. At the same time, six cities were selected to carry out private purchases of new energy. Car subsidy pilot.

At present, the steady development of the new energy auto industry cannot be separated from policy guidance and support. According to Miao Miao’s introduction, the Ministry of Industry and Information Technology, as the lead agency, will follow the requirements of the State Council to focus on the implementation of the “Guidance Opinions”, comprehensively follow-up on the implementation of 25 tasks, promote the introduction of various policies on time, and form a concerted policy. In the implementation of the policy, the Ministry of Industry and Information Technology will also supervise and inspect the pilot demonstration cities, break local protection, encourage non-locally produced electric vehicles to enter the local market, and implement dynamic adjustments for pilot cities that have not progressed within two years.
